Abstract


Late antiquity marks the true, great turning point in the field of welfare, when an extraordinary situation arises that sees the
Roman Empire and the Church engaged together in the field of public assistance, including on the legal-institutional level, with
consequences over the centuries. However, Traianus must be acknowledged for the undisputed merit of having made an object of
interest the condition of poor childhood for the first time in history.
